GETCAST Charter

August 31st, 2001

  • Article I: Name
The name of this organization shall be Group Effort Theatre: Cornell Association of Student Theatres, otherwise known as GETCAST.

  • Article II: Purpose
The purpose of GETCAST is to increase awareness of and respect for student-run theatre groups at Cornell, and to provide increased opportunity for attendance and participation in local theatre for anyone in the Cornell or greater Ithaca communities.

  • Article III: Structure and Functions
GETCAST shall consist of three parts: general membership, affiliated theatre groups, and the Steering Committee.

    1. Membership in GETCAST is indicated by joining the organization listserv, and shall be open to anyone interested in student theatre.
    2. Theatre groups affiliated with GETCAST must abide by GETCAST policies, and a representative from each organization (preferably the president) must join the Steering Committee.
    3. The Steering Committee shall organize activities, determine policies, and manage the allocation of funds.

  • Article IV: Participation and Membership

    1. Any person with an interest in theatre can become a member of GETCAST by joining the listserv, GETCAST-L.
    2. Any theatre group may become affiliated with GETCAST by presenting itself to the Steering Committee, and being accepted by majority vote.
    3. Membership of the Steering Committee shall consist of elected officers and the representatives of affiliated theatre groups. Each member of the Steering Committee may vote, and decisions shall be determined by simple majority.

  • Article V: Elections and Transitions

    1. GETCAST's elected positions will be:

      1. General Manager (aka President), who shall be the representative of GETCAST to Cornell University, be responsible for running steering committee meetings, and supervise GETCAST operations.
      2. Financial Manager (aka Treasurer), who shall keep records of all receipts and spending, present an accurate picture of theatre finances on request, and represent the organization at hearings where GETCAST is making a funds request.
      3. Listserv Moderator, who shall screen and post announcements on the organization listserv.
      4. Membership Chair, who shall manage subscriptions to the listserv, and keep an up-to-date list of all GETCAST members.
      5. Publicity Manager, who shall publicize the activities and existence of GETCAST and its affiliated theatre groups.
      6. Secretary/Archivist, who shall take the minutes at all steering committee meetings, ensure that decisions are made according Charter policy, and archive GETCAST history (working with the webmaster, if one exists).
      7. Members-at-large. Up to two members-at-large, who shall assist the other officers as necessary.

    2. Two or more of the named positions (excluding members-at-large) may be held by the same person, providing he is elected to those positions. An elected person may choose to have a sub-committee assist him (such as the Publicity Committee). Regardless of how many positions one person holds, he gets only one vote.
    3. Election Procedure

      1. Elections for the General Manager, Financial Manager, and Membership Chair shall be held during the previous semester whenever possible. Elections for other positions may be held at any time.
      2. Announcement of the elections, date, procedure, and positions available must be made on the GETCAST listserv at least one week in advance. Nominations shall be made on the list or directly to the facilitator of the elections.
      3. The elections will be facilitated by a neutral party who is not running for a position, preferably the theatre advisor or his designee.
      4. Any member of GETCAST may vote in elections, but they must be present for the entire election process.
      5. Before voting, each nominee may have a chance to speak on his own behalf, followed by a question and answer period. The candidates will then leave, and there will be a confidential discussion of all the candidates by the voters. During or after the confidential discussion, the committee has the option of calling back the candidate(s) for another question and answer period.
      6. Voting will be held by secret ballot. Voters may choose one of the candidates or may choose to vote "no confidence". To be elected, one candidate must receive a majority of all votes cast. In the event that no one receives a majority or the majority votes no confidence, GETCAST may choose to reopen the position or not to fill it.
      7. Duration: all positions shall run at least for the full duration of the semester for which they were elected. When possible, the positions will run from their election until the next time elections are held for that position. (This is not always possible if the officer cannot serve at the beginning of the following semester because of graduation, travel abroad, etc.)

  • Article V: Policies and Membership Benefits

    1. The purpose of the listserv is to provide a unified source of information on student theatre.

      1. Performances, auditions, play proposals, workshops, elections; searches for directors, designers, crew or other volunteers; individual productions' requests for help, and all other student theatre-related announcements shall be posted on this listserv.
      2. The announcements may come from anyone, and are not restricted to the groups associated with GETCAST.

    2. Whenever possible, GETCAST shall assist theatre groups or productions in need of help, by providing funding, publicity, or assisting in a search for volunteers or performance space.
    3. If possible, GETCAST shall encourage attendance to all student theatre productions by providing publicity and by offering a discounted admission price to members of GETCAST.
    4. GETCAST shall consider problems which face all student theatre groups, including the severe shortage of performance space on campus, and lack of awareness of and respect for student theatre in the Cornell community.

  • Article VI: Ratification and Amendments
Changes to the charter or any amendments must be ratified by a 2/3 vote of the Steering Committee.

GETCAST Bylaws

  1. At least one representative from each theatre group affiliated with GETCAST must join the Steering Committee.
  2. Requests for use of GETCAST funds and resources will require approval of the Steering Committee (i.e. a majority of votes in favor).
  3. Any theatre group or production that receives funds from GETCAST will be required to give anything non-perishable bought with those funds to GETCAST.
